A cement truck is turned over on its side and no through traffic allowed on Rae Dell.Police and firefighters are on the scene, waiting for an experienced tow truck driver to some how get the truck (full of cement) upright.
Truck was driving too fast down Skyway from Lamar and unable to complete the turn onto Rae Dell. Driver said to be somewhat injured
